Troopers involved in stand-off while trying to arrest impaired driver

FAIRBANKS, Alaska - Alaska State Troopers were involved in a standoff yesterday evening after contacting a man reported to be an impaired driver.

According to troopers, they received a report of an impaired driver in the IGA store parking lot in Delta. They also received information that the driver, 56-year-old Valeriy Ovchinnikov, was armed and had made suicidal statements.

Troopers located the vehicle in a driveway off of the Richardson Highway. After troopers made contact with him he refused to exit the vehicle.

Troopers also say that Ovchinnikov may not have been able to understand English so they arranged for orders to be given in Ukrainian, but he still refused to exit the vehicle.

The Special Emergency Response Team was brought from Fairbanks, and was able to take Ovchinnikov safely into custody.

He was charged with a DUI and misconduct involving a weapon.
