Type: Homicide / Evidence Tampering / Vehicle Theft
On 5/13/19 at 0044 hours, AST received a report of a deceased person at a residence on Yankovitch Road in Fairbanks. AST responded and determined that the death was suspicious in nature. The victim was identified as 69 year old Trisha Pearson of Fairbanks. Investigation revealed that Patrick Marsh, age 25, was involved in the death. Marsh then stole Pearson’s Jeep Cherokee from the residence. The Jeep was later located abandoned in the area of Hamilton Acres on 5/13/19. An arrest warrant has been issued for Marsh for Murder in the First Degree. AST is requesting assistance from the public in locating Marsh. If anyone knows of his whereabouts, please contact AST at 907-451-5100.
Type: Warrant Arrest
On 5/14/2019 at approximately 0059 hours, Alaska State Troopers responded to the Tesoro on Knik Goose Bay Rd. for a report of a welfare check. Investigation revealed Gage McKenzie, age 25 of Anchorage, had an outstanding APD warrant for Failure to Comply with Conditions of Probation on the original charge of Robbery 2n. McKenzie was arrested at the scene for his original APD warrant as well as the charge of False Information or Report. McKenzie was transported to Mat-Su Pretrial where he was held on $20,000 cash bail.
Type: Warrant Arrest & MICS4
On 05/13/2019, at approximately 2219 hours, Alaska State Troopers responded to the vicinity of the Glenn Highway and Soapstone Road for a report of an agency assist involving a possible DUI. Michael Moser, age 26 of Palmer, arrived at the scene to take control of the vehicle at that location. Investigation revealed that Moser had an outstanding warrant for his arrest. Moser was arrested and a controlled substance was discovered on his person. Moser was transported the MATSU Pre-Trial Facility where he was remanded, without bail, for the warrant and released on his own recognizance for the charge of Misconduct Involving Controlled Substances in the 4th Degree.
Type: Violation of a DVPO
On 05/13/2019, at approximately 1840 hours, Alaska State Troopers responded to a residence on Stacy Street in Wasilla for a report of a disturbance. Investigation revealed that Felicia Larsen, age 24 of Wasilla, was at the residence in violation of a Domestic Violence Protective Order (DVPO). Larsen was arrested and transported to the MATSU Pre-Trial Facility where she was remanded, without bail, on a charge of Violation of a DVPO.
Type: MVC-Damage/Commercial Vehicle
On 5/13/2019, approximately 1400 hours, Alaska State Troopers responded to a 2-vehicle collision at the intersection of W Parks highway and S Vine Road, Wasilla. Investigation revealed Ryan Vishnefske, age 26 of Anchorage, was stopped on W Parks Highway at S Vine Road, facing northbound, in his gray 2013 Toyota Tacoma, waiting to turn left onto S. Vine Road. His vehicle was then struck by a 2013 Thomas Built school bus operated by Brandielle Lightle, age 35 of Palmer. The bus was traveling northbound on S Park Highway at the time and had zero passengers. No injuries were sustained, both drivers reporting wearing a safety belt at the time, and Lightle was cited for contributing to the collision. The bus sustained minor damage and the Toyota was totaled.
On 5/14/2019, approximately 1250 hours, Alaska State Troopers were made aware of the theft of a vehicle license plate. Investigation revealed that on/about Friday, 5/10/2019, the front bear style license plate was stolen from a gray 2011 Ford Expedition. Type: Sexual Assault / Burglary
On 5/10/19, at approximately 0903 hours, Alaska State Troopers received a report of sexual assault in the village of Newtok. AST initiated an investigation. On 5/13/2019 Troopers from Bethel traveled to the village of Newtok. Investigation revealed Jonathan Usugan (age 41 of Newtok) had unlawfully entered a residence and sexually assaulted a female. Usugan was arrested. A records check revealed Jonathan is already on the state sex offender registry. Jonathan was remanded to YKCC in Bethel on charges of sex assault 1, sex assault 2, and burglary 1. Alcohol was a factor in this incident.

Type: Criminal Mischief 4th DV
On 5/13/2019 at approximately 2128 hours, Alaska State Troopers received a report of a domestic disturbance that had occurred the night before in which a vehicle had been damaged. A suspect has been identified and the incident of criminal mischief is under AST investigation.
On May 13th, 2019 at approximately 2300 hours, the Alaska State Troopers conducted a traffic stop on a vehicle traveling 78 mph in a 45 mph zone on East End Road near Homer. Subsequent investigation resulted in the driver being identified as Ivan Kalugin, age 36 of Homer, and was arrested for one count of Driving Under the Influence. Kalugin was transported to the Homer Jail for remand.
Type: REDDI/Warrant Arrest
On 5/13/19 at approximately 1819 hours the Alaska State Troopers received a REDDI report of a vehicle heading southbound from Cooper Landing. AST located the vehicle and performed a traffic stop near mile 77 of the Sterling Hwy. Investigation revealed the driver was not impaired. Further investigation revealed a passenger in the vehicle, Richard Heath age 39 of Soldotna, had an outstanding warrant for his arrest for violating his conditions of release, stemming from an original charge of DUI. Heath was arrested for his warrant and transported to Wildwood Pretrial where he was remanded without bail.

Type: Escape Mechanism Violation
On 5/9/19 at 1040 hours, Alaska Wildlife Troopers located a personal use dungy pot in the marine waters of 12-Mile Arm. The pot did not have the required biodegradable escape mechanism. Investigation revealed that the pot was being fished by Joshua Ritchey, age 42 of Hollis. Ritchey was issued an AUC for not having the required Escape Mechanism as required by 5AAC77.010(m).
Type: Illegal Smelt Drift Net
On 05/13/19 at 1457 hours, Alaska Wildlife Troopers, Soldotna Post, issued a citation to John E. Rate, 73 yoa of Homer, in Soldotna at the Kenai River Flats for utilizing a drift gill net in the personal use smelt fishery in the Kenai River that was deeper than 4 feet. Rate’s net was nearly 6 feet in depth. A legal smelt drift net must be 20 feet in length and 4 feet in depth or smaller. Bail was set at $120.
Type: False Statement on License Application
On 05/13/19 at 1500 hours, Alaska Wildlife Troopers, Soldotna Post, issued a citation to Adrian Calibo Abad, 27 yoa of Sterling, for making a false statement on a 2019 AK Resident Low-Income hunting/trapping/sport fishing license application. An investigation by Troopers revealed Abad applied for and received a low-income license that he did not qualify for. Bail was set at $320.
