McCowan says membership in the association has fallen. He says gaming revenues have been used to pay bills but income from pull tabs has fallen and the association can't afford to pay to heat the 2,600-square foot building.
The building was constructed with a legislative grant about 30 years ago. It gets regular use for meetings, wedding receptions and other functions.
